As a long time resident of the Eastern Sierra's, my Family and I have enjoyed living and working in this area for most of my life. In 1983 I Graduated from Bishop Union High School. For many subsequent years I attended Orange Coast Community College in Costa Mesa California during winter months in addition to life guarding at Whitmore Pool in the Mammoth Lakes area during summer months. As a teenager, I often assisted my father, Richard Palmer, who worked as an appraiser for the assessors office at both Inyo and Mono counties in the 60's and 70's and for Contel Telephone as a Right of Way Agent in the 80's. In 1973, my dad opened his own appraisal business and founded Palmer Appraisal Services.
In late 1985 I officially began my career as an appraiser. My initial work with Palmer Appraisal Services focused on appraising single family homes, multi-unit dwellings, condominiums and commercial properties for lending purposes.
In 1989, I accepted a fulltime appraisal position with the Mono County Assessor's Office. Instead of working for lenders, my appraisal of single family residences, multi-unit dwellings, condominiums and commercial properties were used for tax assessment purposes. I also learned the ins and out of appraising agricultural type property and was given the responsibility of defending values in the assessment appeals process.
After several years in the County Assessor's Office, I returned to Palmer Appraisal Services and incorporated the business. Although I was working full time for Palmer Appraisals, Inc., I accepted an appointment by the County Board of Supervisors to the Mono County Assessment Appeals Board where I served for several years. Cases presented to the board ranged from single family residences to large complex commercial , agricultural and geothermal properties. My experience on the board was very educational and rewarding.
